In #3518 I noticed curvenote used a binderhub-core priorityClass to give BinderHub/JupyterHub/etc pods priority over user pods. This was originally added because the curvenote deployment didn't use separate node pools.

Since our clusters are all single node I think this is useful to have as default. We should also ensure all mybinder components support the priorityClassName option.
