CRASM-3434 Regression Testing Pipeline Shutdown

🗣 Description

While the regression tests are being triaged and redeveloped, this change should shutdown the related jobs.

💭 Motivation and context

This is necessary to not see a large number of failing test cases while other development is ongoing.

This change is tested in Github Actions.
