[1/3] CEXT-5562: Implement aio-commerce-lib-extensibility

Description

This PR introduces the scaffolding of the new aio-commerce-lib-extensibility library that will handle everything related to the extensibility.config.js file, including definition (schema), validation, and parsing. Possibily also the onboarding capabilities.

For now it includes:

• Schema for metadata and businessConfig (which will moved out from lib-config in follow up PR, as this library will be the one dictating the overall schema for the file).
• Helpers to read the extensibility.config.js file, parse it and validate it.

Follow up PRs will include generation and validation commands (similar to lib-config) and tests + documentation.
