Why are there .tgz and .tar.gz downloads?

They are indeed the same.
For the v2.0.14 release it was changed to the short version tgz, but we discovered that this broke the compatibility with the downloader script referred at the homepage. It was reverted with #3446 resp. 968f5ba and the release completed with the full qualified extension tar.gz to restore the compatibility.

Btw I feel like .tar.gz is a nicer extension anyway since it literally is two nested formats. .tgz makes it seem like there's a "TGZ" format which there really isn't.
