As a user, I want to manage the permissions of my organization via Pulumi Service Provider.

To do that, I need the following capabilities available in Pulumi-service provider

• List Teams (https://www.pulumi.com/docs/pulumi-cloud/reference/cloud-rest-api/#list-teams)
• List Team Memberships for a given user
• List Stacks (https://www.pulumi.com/docs/pulumi-cloud/reference/cloud-rest-api/#list-stacks)
• List Stack Permissions - given a stack provide the list of users and teams that have access to that stack and what type of permission they have to that stack.

this is a Sub-issue of the overall issue (#441) that will unlock the customer.
