Describe the bug
In 1.10.2 - Migration folder was present, Java migrations were also present.
In 1.10.3- 1.10.2 Migration folder was removed, Java migration was still there.

Impacts Customers:

Whoever landed on 1.10.2 - Have this migration executed.
If a customer didn’t land on 1.10.2, skipped it and went to higher versions - this java migration wasn’t executed.
