SpeedyBee F405 V4 60A ESC Power Issue

I have a SpeedyBee F405 V4 60A ESC stack with dual ESC stacks, and only one motor will reach full power via the INAV motor test on the outputs page. I've set the protocol to DSHOT300 and 600 and calibrated the ESCs, but only one of the six motors reaches full power. The remaining five all spin, but only at about 10% power. Any thougts on what I should check?

Does the issue persist using Betaflight as well? If so, one of the ESC could be bad.
