Python 3.6, micro-services, stability improvements.

This is a stable release ready for production use. The following major changes were introduced since 2.0:

• Many improvements and fixes to the React interface
• Migrated from Python 2.7 to Python 3.6
• Migrated towards using micro-services for NER and document conversion
• Use new pdflib to handle PDF using C bindings

April stable release

This should be a good release to deploy in production environments, it's a somewhat matured version of Aleph 2.
