Why i can't turn off Hyper-V on Pro version Windows?

I want to play with a custom emulator, but it tells me to disable Hyper-V, even though it's disabled everywhere.

Also does it say to disable virtualisation or hyper-v specifically? In the past people have confused the two before

It says disable Hyper-V for the emulator to work correctly. And I can't run the emulator with Hyper-V enabled
